Appeal a Ticket
First Level Appeals
There are four ways to appeal a parking ticket on this level—in person, by fax, in writing (e-mail is acceptable) and by online form .
In Person
In person appeals are heard from 7:30 a.m. to 6:00 p.m. Monday - Thursday, and 7:30 a.m. – 5:00 p.m. on Friday at Commuter Services. A decision on an in-person appeal is usually made immediately. If an Appeals Officer needs to do further research, you will be advised of this, and an answer will be sent to you in the mail. If the decision is received by mail and your appeal is denied, you will be given additional time to pay the ticket at the fine level you appealed.
Written Appeals
Written appeals are handled as they're received. There are two ways to file a written appeal. The first way is to sit down and write us a letter. Enclose the ticket or billing notice with your appeal so we can identify you. If you don't have either document, we will need the license plate number of the vehicle the ticket was written for and a clearly printed name and mailing address where we can reply to you.
Or you can come to our office and pick up a written appeals form. This method is used if an Appeals Officer is unavailable, or if you come in for an in-person appeal but don't have time to wait. You can either write the appeal and leave it with us, or take the form and mail it back to us.

Written appeals are based on the postmark date or the day the appeal was left in our office. Please allow 10 working days for a response.
Faxed Appeals
Faxed appeals are a variation of a written appeal. You can either send a photocopy of the ticket in question with your appeal or put the ticket or license plate number the vehicle the ticket was issued for in the text of your appeal. Please include a fax number or an address where we can contact you with our decision. Our fax number is 801-581-4056. If you wish to check with us to make sure a fax has arrived, call us at 801-581-3166.
E-mail is another way you can get a hold of us in writing. We'll still need to know the license plate number of the vehicle the parking ticket was written and a way to get hold of you. Our e-mail address is appeals@ucs.utah.edu.
Second Level Appeals
You've gone through the first level, and you wish to appeal further. The next step is to take your case to the Parking Appeals Committee. Student, staff, and faculty members serve voluntarily on this committee, and they hear your appeal. Two representatives from Commuter Services sit on the committee in an ex officio capacity; they don't vote but take minutes and answer any questions the committee may have about policies and procedures.
The Parking Appeals Committee requires everyone petitioning a ticket to first pay the fines they're appealing. This prevents fines from increasing while an appeal is waiting to be heard. Unpaid fines not only increase but student holds, payroll deduction, and possible referral to a collection agency can occur. This complicates things for you and for the committee, should your appeal be granted or your fine reduced.
The Parking Appeals Committee meets once a month during the academic year. During the summer they meet at their convenience depending on how many members are available and how many appeals are pending.
Once you've paid your fines at Commuter Services, request an appeals committee form. You can pick them up in our office or ask that one be sent to you. Complete the form legibly and return it to us. We will forward the form to the Parking Appeals Committee secretary who, in turn, will notify you by mail of the date, time, and place your appeal will be heard.
You're strongly encouraged to meet with the committee but, if you can't, don't worry. You can either reschedule your hearing date (one time only) or request that your appeal be read to the committee. Once your appeal is heard, the committee will make a decision. Please allow 10 working days after the hearing to get back to you with the committee’s decision.
